Reasoning?
A group a scammers knows which insitutuons to target based on imperfections within the security system that can be expolieted. If a group of scammers attack a bank and the fraud fighting team only knows which syntheic ID's the scammers used with some insight into the VPN's used, another bank may also have prevented fraud from an attacker with a similar VPN. By sharing this data they can unviel the individuals behind this attack.
The mission of BIBCC v1 to be a collaborteive workforce of dectivies using desparate pieces of information to combine them to unviel the attackers.
